I think railways in the UK are also unsafe, though they are not as bad as the Chinese ones:

I am ashamed of the railway systems of both UK and China (I hold their travel documents), but I still have the peace of mind when taking the MTR in HK.

However, there have not been any fatal incidents in our MTR (including former KCR) systems in Hong Kong. It seems that the MTRCL has done a better job in managing railways than railway companies in many countries.

Even if the XRL was not built, the MTR/KCR system is not isolated from the Chinese railway system. Chinese mainland freight and passengers have been entering the Kowloon-Canton Railway since 1979. But Chinese mainland trains are much more tightly regulated when they enter Hong Kong and they must meet safety standards in Hong Kong. I think that the express railway system should have the same arrangement and we should not unreservedly accept the “safety" standards on the Chinese mainland at the meantime.
